Eagle Scout Rank Process

The Alternate Merit Badges for Eagle Scout Application have been updated.

2.8.08- Eagle Scout Rank Application Change Notice

The new printing of the Eagle Scout Rank Application, No. 58-728, has a notable change. Now, under Requirement 5, the name of the candidate’s Eagle project is required, as well as the grand total of hours devoted to it (from page 10 of the Eagle Scout Leadership Project Workbook). The new application will be required beginning May 1, 2008.

The information about Eagle projects will be entered along with other information from Eagle Scout rank applications, and will be stored on our database and accessed through PAS. Councils will be able to run reports at the district or council level. This new database of Eagle projects will also be available at area, region, and national levels.


12 Steps From Life to Eagle

These 12 steps have been outlined to ensure a smooth procedure for the Scout, the unit leadership, the local council, and the volunteers who are to conduct the board of review. Eagle candidates should share these steps with their unit leader so that they can fully understand the procedures that must be followed.

Eagle Leadership Service Project

District Approval Procedure
The 'Eagle Leadership Service Project District Approval Procedures' helps to guide Scouts and leaders through the service project procedure. It includes clarification and actions specific to the Detroit Area Council established by the Council Advancement Committee within the framework of national policy. This publication serves as the official procedures of the Detroit Area Council. The current revision 3.4.3 was approved November 15, 2007 and is available for download. Publications prior to this release should be discarded.

Project Limitations

The primary objective of the Eagle Scout Service Project is for the candidates to demonstrate leadership in a service capacity. If the candidate cannot demonstrate leadership, it is not a viable service project.

Eagle Scout Application Process*

Eagle Scout applications submitted to the Council office will need to be:

A. Verified: The Eagle Scout candidate is ready to go before the Eagle Board of Review, but the Council Office need to first prepare the candidate’s Eagle Scout record that will be sent to the National Office after certification.

The verification of the Eagle Scout application consists of setting the Eagle Scout record, and cross referencing the Eagle Scout rank application against the Eagle Scout record in Scoutnet.

B. Certified:  The Eagle Scout's status officially changes to “Eagle.” The Eagle Scout waits for certification and prepares for his Eagle Court Honor Ceremony.  The Council office sends (electronically) the final Eagle Scout record to National.  National in turns reviews and approves the Eagle Scout application and mails the Eagle Scout credentials to the Council.

The certification of the Eagle Scout's application consists of changing his record status in Scoutnet, and sending to National for final certification.

Eagle Scout Advancement Appeal Process

The process for appealing the decision of a unit leader, unit committee, or Eagle board of review is as follows:

"Two sets of circumstances may lead to the appeal of a decision."

"First, if the unit leader or unit committee does not recommend the Scout for a board of review, or if the unit leader or unit committee does not sign the Eagle Scout application. The Scout or other interested party may appeal the decision at the next level."

"Second, if the appropriate board of review does not recommend the applicant for the rank advancement, the decision may be appealed to the next higher level. The Scout, his leader, or his parents may appeal the decision. With all appeal applications, the final decision rest with the national Boy Scout Committee. In ascending order, levels are unit, district, local council and national Boy Scout Committee."
