As District Advancement Chairpersons we should strive
to develop a committee of interested Scouters who will work with us to
provide our Scouts with the best Advancement program we can. This
committee will vary in number based on the size of the district and the
possibility that other council or district committees cover some of the
positions. This committee would do two primary things:
a) Dean of Merit Badge Counselors – Their
responsibility is to maintain and edit a current list of approved,
trained and registered counselors. The Dean will follow the MB Counselor
guideline established by the Council Advancement Committee.
b) Eagle Advisor – Their responsibility is to
assure that units are following currently approved Eagle program.
c) Eagle Project Approval Coordinator – Their
responsibility is to coordinate the Eagle project approval system
scheduling. This will require at least two certified and registered
adults for approval.
d) Eagle Board of Review Coordinator – Their
responsibility is to coordinate the Eagle Scout Board of Review
scheduling. This will require at several certified and registered adults
for representation of the district on all Eagle Scout Boards of Review.
e) Venture Coordinator – A person to monitor
Crew advancement activities.
f) Boy Scout Coordinator – A person to monitor
Troop advancement activities.
g) Cub Scout Coordinator - A person to monitor
Pack advancement activities.
h) Lifesaving Awards - A person to investigate
situations, present summaries and maintain records.
i) Meritorious Awards - A person to investigate
situations, present summaries and maintain records.
j) Conservation Awards - A person to investigate
situations, present summaries and maintain records.
k) Records Retention - A person to maintain a
current record (chart) of any advancement in the district.
l) National Eagle Scout Association - A person
knowledgeable in the current requirements to keep the district’s
Troops and Crews aware of the association’s requirements and news.
m) Silvers Committee (District Award of Merit
& Silver Beaver) – A group of people qualified to collect records,
check background information and recommend suitable candidates for
recognition.
n) Religious Awards – A person knowledgeable on
all award information.
o) Media Person – A person responsible to
contact local paper, cable TV and/or radio regarding recognition of any
of the above.
All of these areas fall under the district
advancement chairman’s area of responsibilities even though some of them
get overlooked because they are not ongoing all the time. To have key
Scouters being responsible for carrying out these jobs would make the role
of the District Advancement Chairperson so much easier.
