A CSP is a shoulder patch issued for council identification only
and is intended to be worn by anyone registered in the council.
Included in the CSP category are shoulder patches issued to
commemorate the anniversary of BSA, the anniversary of a council, a
national historic event, etc. provided the patch was not issued in
conjunction with a council activity.
A SAP is a shoulder patch issued for participation in a council
activity such as sme, recruiting, campership, high adventure treks,
camp-o-ree, NOAC, wood badge, etc. Included in this category are
selected Jamboree Shoulder Patches (JSP).
